Department of Treasury and IRS
Project: Total Information Processing Support Services (TIPSS)
Background:
Total Information Processing Support Services (TIPSS) was designed to support critical U.S. Department of Treasury programs where there is a need for technical expertise, high quality staffing, seasoned experience, and the highest probability of success. The TIPSS contract was brought about to provide information systems, engineering, telecommunications and security services to help the IRS move from a mainframe/paper-based systems, to new distributed workstations and TIPSS was also established as a vehicle to simplify acquisitions, seek IT services competitively, and allow the bureaus to access a wide rage of quality IT services.
Services:
Since 1996, Matrix Systems has supported the U.S. Department of Treasury’s “Masterfile” system under the TIPSS contract, providing configuration management, change control planning, and testing. Our team earned respect by delivering Y2K solutions to the IRS and establishing a test lab in New Carrollton, Maryland, to replicate the IRS’s legacy production environment. This lab facilitated tax processing operations across multiple locations, ensuring secure and accurate data handling. Additionally, MS&T developed a comprehensive test program, working closely with system engineers to validate requirements and produce detailed test reports. We continue to provide the same services under the follow-on contracts, maintaining our commitment to excellence and security.
Project: IRS PRIME
Background:
The IRS PRIME contract, was a $4.2 billion Technology modernization project. Led by Computer Sciences Corporation (CSC), now DXC Technology, this contract aimed to replace outdated legacy systems with modern, integrated solutions to improve tax processing, data management, and customer service. The PRIME contract focused on enhancing taxpayer interactions, streamlining operations for increased efficiency, and upgrading security measures to better protect taxpayer information. This modernization effort was crucial in advancing the IRS’s technological infrastructure and service delivery.
Services:
The PRIME contract, Matrix Systems worked in partnership with the PRIME contract over its 14 year span to assist the IRS in full lifecycle of its modernization projects. We provided Project management and planning, engineering, Development, testing, deployment, and production support. Matrix Systems supported the delivery of process, products, and programs and testing for customer communications, infrastructure, internet refund, e-services, Mod e-file, and others. The result was the IRS implemented IT&D processes and procedure into their own process.
The implementation of these modernized process and systems allowed the IRS to operate more efficiently and more effectively while greatly increasing their level of efficiency in supporting the U.S tax payers. After 14 years we are still currently supporting the follow-up contacts.
